moving home

I am considering moving to a different part of the UK and am wondering if I must 'sign up' with the renal department in that area BEFORE I make housing etc., arrangemens.

No you move house first.
Register with a GP. They refer you to the local renal department who will then be able to get the notes from your old department if required. You could if you like alert your current department that you were about to move. A helpful consultant may then write a more detailed letter than usual about you in Responce to your clinic visit sending you a copy. You can then take this to your new renal consultant on your first appointment.

It may be worth registering with "patient view" if your current hospital participates. You will then in effect have copies of your blood tests to take with you also.

The flaw in my advice was - I was assuming you were not on dialysis. I can't remember where you are on your renal journey.
If you are on dialysis I guess you need to discuss the process of transfer with your dialysis unit. I'd mention what you are planning and they should tell you the best way to proceed and transfer your care.
